Abstract

The discussion of the women-oriented movement of national mechanisms at the Fourth World Conference on Women enabled the mainstreaming strategy to be brought to the national and international agenda as a governance method. Beijing Platform for Action, which developed as an action agenda for the empowerment of women, is a human rights issue of equality between women and men; Recalling that it is an important condition of social justice and at the same time an indispensable prerequisite for development and peace, it called on governments and other actors to integrate gender equality into all policy areas. At this level, expectations were expressed for the regulation, implementation, enforcement, monitoring, evaluation, defense and mobilization of policies that will promote the advancement of women, and it was stated that a governance model should be constructed in which the national mechanisms that would undertake all these could become operative within a heterarchic system. From this point of view, our study will try to portray the mainstreaming strategy in the Turkish Republic of Northern Cyprus. In this context, the function of the Gender Equality Department, which was built as an institutional structure, in the field of governance will be evaluated, and the competence of this administrative area, which has been legalized depending on the development of state feminism, in institutionalizing equality and transforming the masculine order will be discussed.
